Join the Common Sense Institute, Civic Results, the Colorado Association of REALTORS, and the Home Builders Association of Metro Denver for the Virtual Convening on the Starter Home Initiative!
 
The Common Sense Institute and our Housing Fellow Peter F. LiFari, together with Civic Results, the Colorado Association of REALTORS, and the Home Builders Association of Metro Denver are teaming up together to create a Starter Home Housing Framework. This will be a flexible, locally tailored roadmap to help communities modernize zoning, streamline building codes, and adapt design standards to make starter home development more feasible. 

Reasons to participate 
  • Inform the design of these frameworks, including feedback on which components to include and ideal format to move conversations forward at the local level with fellow policymakers and senior staff  
  • Insights on Colorado’s housing data, constraints, and what’s working in peer communities 
  • Gain practical tools to align burdensome regulations with the realities of today’s housing market.   
 Core Components 
  • Affordability Report  
    • Localized data on housing costs, permitting shortfalls, mortgage capacity, and the Homebuyer Misery Index  
  • Virtual Kickoff Convening (October 22, 2025)  
    • Launch event to share findings and begin framework development 
  • In-Person Housing Summit (November 18, 2025) 
    • Share the finalized framework and receive feedback
